Project Overview & Scope
RiskFire was appointed as a specialist subcontractor to undertake a comprehensive programme of fire safety surveys and assessments at Palmer House, Croydon, an assisted living accommodation operated by Niblock. The scope of works included an intrusive fire stopping survey, wall make-up validation survey, a full fire door survey, and a Type 4 Fire Risk Assessment. The objective was to validate compartmentation performance, assess overall fire safety compliance, and identify deficiencies, while maintaining the safety and wellbeing of residents within a live environment.
Project Controls & Documentation Provided
RiskFire worked in close collaboration with the on-site Accommodation Manager to develop a tailored programme of works aligned with day-to-day operations. Survey activities were carefully sequenced to minimise disruption, particularly where intrusive wall sampling was required. Comprehensive inspection reports were produced detailing wall construction compliance, fire stopping condition, fire door performance, and findings from the Type 4 Fire Risk Assessment. All documentation was supported by photographic evidence, clear defect identification, and a phased risk reduction programme with associated cost guidance to support strategic remediation planning.
Challenges & Solutions
The project presented notable challenges due to the requirement to carry out intrusive inspections and a Type 4 Fire Risk Assessment within a live assisted living environment. Wall sampling works required careful coordination, reinstatement, and decoration to ensure resident comfort was maintained. In addition, wall constructions were required to be validated against BG Wall Construction Guides, introducing further technical complexity. The scale of the surveys, encompassing fire stopping, fire doors, and overall fire risk management, required a coordinated and methodical approach. RiskFire addressed these challenges through close liaison with the Accommodation Manager and the implementation of a bespoke, phased survey programme. Intrusive inspections were undertaken in a controlled manner, with all areas fully made good and reinstated upon completion. The findings from the surveys and fire risk assessment were consolidated into a clear and prioritised risk reduction plan, enabling the client to understand compliance gaps, risk levels, and remedial priorities across the building

The project was delivered on time and within budget, with a comprehensive and robust survey and assessment package issued to the client. The documentation provided a clear overview of the condition and compliance of wall constructions, fire stopping measures, fire doors, and overall fire safety management. RiskFire’s structured and sensitive approach ensured that fire safety risks were clearly identified and proportionately addressed, while maintaining uninterrupted operation of the assisted living accommodation and supporting ongoing compliance with fire safety legislation.
